This will be pretty complicated so I'll try the best I can... (I'm redoing my icons so I can show the steps better. It'll look different from my first.)

I cropped the top part of the manga scan (100x64) and Copy +Pasted it onto a new 100x100 document.


Then, opened my manga scan again and backwarded the steps (Alt+Ctrl+Z) until it was back to it uncropped state. Then cropped the bottom part with TohruxKyo (Also 100x64) and pasted it on the 100x100 document. (Then moved it under the first part erased parts of both pictures.)
--> (Btw, there was a white bg underneath it all.)

Add the text now. I used Carpenter IGC (which you can download here) with a stroke.


Texture time! I used these two by Color Filter and set them on Multiply. (I flipped the second tex and lower the opacity.) Erase what covers Tohru and Kyo.

Gradients:
Soft Light 60%
Soft Light 100%

Color Balance (Layer->New Adjustment->Color Balance) it now. I just played around with the settings a little.

And... That's it. I'm sorry if it was confusing... And kinda complicated. But I'd love to see the results!
